By submitting an article to be published, you agree to waive your copyright and let your work fall into the public domain. Thus, no one owns it.
This is a general rule, however, and we recognize that sometimes exceptions are warranted.
Particularly, we recognize that sometimes there are more parties than just us and the author involved in a copyright claim. Or, sometimes putting work into the public domain may have unwelcome ramifications if you are planning to expand that work in the future.
